LONDON—Zahra Joya spent years investigating government corruption in Afghanistan and documenting violence committed during the war, especially against women, a shining example of a once-thriving free media.

When the 29-year-old left in August, she was part of an exodus of journalists who fled the Taliban out of fear of retaliation, and whose departure severely damaged the nascent media industry.
